This is not the intended behavior, as you've guessed, but we don't see the level of consistency and persistence that you've described. If it's causing significant problems for these users, I recommend opening a support case so we can better understand your specific setup.

We have occasionally see a brief flash of the web version of Forms after logging in due to how login is implemented, and cases where it persists after initial login are even more rare, so that fact that it's occurring regularly for your users is unusual.
