Would shared folders using Cloud and DirectShare meet this compliance standard?

Not at this time. It's something we're in the early stages of looking into.

Good question. It appears that the SSL implementation that AWS provides is not FIPS-certified, even in GovCloud: https://docs.aws.amazon.com/govcloud-us/latest/UserGuide/govcloud-elb.html.
