What user role on a business process displays the priority flag icon in the Open Tasks list? The user does not see the flag when a task is selected in the list, however, they do see the flag if they open the task.

Not that I am aware of. Rights in Forms are pretty basic currently.
In the Inbox there is a Priority column that displays the priority name and on the far left there is a color that gets applied to the row for the task. You can also view it in the Details pane after you have selected a task.

I'm not sure I understand the question.
Okay, so if you're in Inbox viewing Open Tasks and you click the checkbox to the left of one of tasks, there is a priority flag icon to the right of the pane so you can edit/change the priority for that selected task. Also, if you click that task which opens the approval form it displays the priority flag icon to the right of the pane. Both of these icons provide the same functionality. My question, is there a rights scenario where a user would see the flag in one of those locations and not the other? Clear as mud?

It looks like. Business Manager and above have the ability to see the priority flag. Does anyone know a way to enable that for a normal submitter to utilize the priority flags in the Inbox user task area?
You have to set Business Manager as a role for an individual user or group on the Access Rights panel of the Business Process in question.
