I have a for each value populated with a token that has values (None)

For Each Value Config

Yet it ran the activity inside the loop called Set Values For Software

How is that possible when there are no values? The activity inside of a for each value should only execute for each value that exists.

I can do a conditional to see if a value does actually exist, but why is this happening?
