check outstanding drafts

Is there a way I can check to see if somone has an outstanding draft without loggin in as that person?

I'm not certain which version it was added, but on Forms 11 Update 3, you can see drafts of users from the Monitor page.  There are tabs at the top-left for Instances (default), Tasks, and Drafts - and under drafts you can se etheir Private Drafts and their Task Drafts.
