Adding a link in a document to a map online

My city wants to add links to sewage pdf documents that will send users to a GIS map that shows where the pipes are.  Right now, I can only think of adding a sticky note with a link to a map.  Does anyone have a different possibly more efficient way of doing this?

Can't the PDF be edited to have the link added directly to the document?

I've never edited a pdf file before, but I will look into this. Thank-you!

The url could be stored in a metadata field. It would require the user to copy/paste the url into a new tab, but we are exploring having fields that appear to be urls be presented as links.
