Normal for LF app server service to stop and start consistently?

A customer noticed in the logs that the app service likes to stop itself and start itself all throughout the day and is wondering if this is just normal operation.

IIS will normally unload applications after a period of inactivity. If you notice that this causes increased latency on startup, you can change the configuration (in IIS) to keep it running.

Oh this is an application pool service, not the windows service. In this case, it sounds completely ordinary. Thank you
