It sounds like you should create a review location for the imported documents.  A user can then verify the metadata fields to ensure that they are correct, and then mark a field (probably a dropdown) with the status of reviewed.  When the status changes to reviewed a workflow can kick off to move the folder under the record series, complete the retention information, and execute the cutoff.
