Can I set a template that only can be read but can't apply by user.

I need a template that only can be set by admin/workflow and users can read and edit the fields in template but can't use this template in the other document.

I just double-checked, the user is able to assign the template... sorry.

You could try not allowing everyone "read" on the template, but allowing them "read" and "edit" on the fields.
