Cloud - Forms Permissions - Hides important information for Public Forms

When you choose to make a form public it hides the options to allow registered or specific users to start the process making it appear that this will no longer apply and all users can start the process.

However it does still apply and if you want to change who can see the process you have to temporarily switch it back to private to make the change.

This is why sometimes users don't see public forms in their Submit Forms list while others do.

I pinged Dev about this to check if it's expected behavior.

Dev verified this as a bug and filed it as item # 400754 - "Permissions configured when a process is configured as private will take effect when process is public but the settings are hidden when starting form is set the public". The preliminary target for a fix is end of year.
