I'm not sure what you mean. Workflow SDK does not install RepositoryAccess in its install directory.
Can you explain why your customer believes that folder is necessary?
The folder by default is located C:\Program Files\Laserfiche\Laserfiche Workflow 10.4. Below is screenshot of the folder.
Your screenshot is of an initial release of Workflow 11 (an upgrade from 10.4 to 11, to be exact). RepositoryAccess was moved to a subfolder in order to handle versioning better as of Workflow 11 update1.

Is the RepositoryAccess only available in Workflow 11? If not, how do we get it for previous versions specifically 10.4.3?
Previous versions are installed to the Windows Global Assembly Cache. They'd be available in the list when you browse for references in scripts.
