This is one of the reasons you should always set one path of an exclusive gateway as the "Default outflow path"

In situations like this where you have a condition on every outflow, if the values don't match the expected values, then the workflow will have nowhere to go.

If you set a Default outflow, then it will always have at least viable path so you can avoid suspended/terminated instances.
