Assign default template to folder with required fields

I am wanting to use Workflow to assign a particular template and to assign specific values to certain fields of that template when the entry hits a particular folder. 

This fails because the required fields are not all populated.

Assigning a default template and fields at the folder properties level fails for the same reason.

What is the way around this?

If fields are required, they must have non-blank values when the template containing them is assigned. You could give them default values if need Workflow to set the template when it does not have those values. Something like "not set" or "TBD" that would make it easier to find them later in search and make it clear to users it's not the "final" value.
