Allow User to View Business Process Instance Monitor History without Step Editing

I would like to provide a user the ability to view process instance steps on the Monitor/History tab, but I don't want them to be able to edit the steps.  Is there any combination of rights that would make this possible.  They're currently a Business Manager on the process, but it only displays a blank History tab on the Monitor page.

Is either checkbox checked on the access rights pane?

No checkboxes are checked on that page (mine looks like your example).

I was mistaken, the Business Manager role does allow you to drill into individual process instance and their steps.
