Workflow Security Settings Re-Set

If everyone loses access to the workflow administration programs, how do you re-set the security? Already tried uninstall / re-install. Are these settings database driven?

I know on a fresh install it should be default /Everyone > All but apparently the old settings are coming over

Yes, didn't realize he posted on answers, he also reached out to us as the VAR asking how to. I recommended uninstalling and re-installing since a new installation should default Everyone > All but that did not work.

I have installed WF on many off domain servers including my own dev laptop and never had an issue getting right in after a fresh installation.
