LF Cloud - Azure AD Users are Unlicensed when created

We have a customer that is using Azure AD and SCIM with Cloud. However when the users show up, they are completley unlicensed.

I dug through the documentation for Configuring Single-Sign on to see if there is anything they might have missed but can not find where this might be misconfigured

They found this setting in the config, but they have 2 license types, Full and Participant. How would you determine which users will be Full users vs Participant users?
