The checkbox in the workflow starting rules configuration that Excludes the workflow user is misleading, since this also excludes all documents created by form submissions.

It should say Exclude Workflow & Forms User to be extra clear. Without a subscriber trace it took me awhile to figure out this is why my rules were evaluating to false.
