Yes.  I upgraded from 10.2 to 11 Update 2 about 2 months ago.  I found drafts from years prior - some were weird because their forms had been submitted, so I don't know how the drafts still existed.  I set data maintenance to delete drafts after 365 days and that cleared out the really old stuff - but I can still see drafts going back to 2021, well before we upgraded.

The only thing I don't see on the older ones is the IP address that they were saved from - I'm assuming that wasn't recorded on version 10.2.
