What could be causing this issue? I can't open up Laserfiche Forms Config due to this.

Please check whether the "Laserfiche Forms Routing Service" is running from Windows Services.

Thank you. Service has been running but still the same error.

Have you changed anything with your configuration, updated forms, installed anything else on the server, etc.?
