Using delay to wait out locked entries that were just created...how to set up WF?

Our company receives new entries from another company. Sometimes these entries are locked for a while (large file size causing this??) when they first appear in LF, which might cause the WFs to stumble over the new entries, thus doing nothing. If an entry is locked and the starting rules are set for “entry created” and the WF can’t touch that entry, will it try it again later?

I was thinking I could simulate an entry created with a large mass of dummy documents before going live. Is this possible?

Yes, I know about inserting a delay, but these WFs might also be activated by users dropping other entries into this monitored folder and would prefer it if the delay were as short as possible. 

The starting rules are set for the path of that specific folder. Hope it's all clear.

Workflow automatically retries whenever it gets an "entry locked" error.

How are these documents getting into the repository? Importing through Laserfiche products usually does not generate a notification to Workflow until the document is completely imported.
