workflow conditions not saving

I changed a condition to 'Field/category - does not equal - compliance, but compliance documents are still passing through?

Search for the workflow instance that processed that document and double-click it to open the instance details. On the Conditions tab, it will show you what the values were at the time when the condition was processed.
