Briefcase Import says Bad Field Value - How is it bad if the system is accepting it?

A client is importing files from a briefcase and gets this error

However if I create a document and copy the value, it does not complain

How can it be a bad field value if it accepts it?

This is strange, I don't see how it would be possible. Please open a support case so we can try out the briefcase.

Well I reached out to support. The field value obviously is not bad, but briefcases are not working right in the customer's version 11.0 (which is the latest version).

It effects briefcases that contain entries with multi-value fields. Rows are not indexing correctly on briefcase creation, when restored, the values are lost.
