I have a situation where a staff member wants to fill out a temporary contract form in Laserfiche, and then send it to someone outside the organization to sign. Is it possible that an internal user initiates the form, but and external person can sign off as a second stage in the form process? I've only see it work when the person wo initiates the form can be from outside the organization, but not later in the process.

Not without an account in Laserfiche Forms; completing a user task requires authentication and at least a Participant license.
If you want to send something off to be signed by an outside party, and you can't or don't want to create licensed accounts for them, then you'd probably be better off looking into something like the DocuSign or Adobe Sign integrations.
