How to set linked action when setting up Cutoff Instructions for Records Management in Cloud

I cannot seem to figure out how to get a Linked action as shown in the Records Cutoff instructions setup as shown in the attached screenshot. Were would we link an action to a Cutoff?

Same goes for Doc. relationship. why are these columns here if you can not set them here?

I have looked everywhere I can think of in the Documentation, but find no references to linked action with regard to records management. Please advise.

I have been playing around with the Records section in the Cloud Administration section and was able to figure out how to Link an Action. Actually the only actions referred to here are Final Disposition or Transfer Actions related to Cutoff instructions.  I was incorrectly thinking that these actions related to Events.
