I have never had an issue with the progress bar not showing when activated but I have been working on a complex form with a field rules that show/hide pages depending on responses and for some reason the progress bar only shows when looking at layout in forms. Even if I go to preview, the progress bar doesn't show. I've also tried both the navigation tabs and dropdown and I get the same issue. Again, I've used progress bar on a few forms (some with rules) and have not had this issue before. Would someone be able to tell me what I could do to fix this?
