Agree with @████████somewhat. Removing delete rights, especially.
I don't like tinkering with the Recycle Bin purge setting because it affects the whole repository for one use case. Plus, even when you purge, you don't immediately reclaim the disk space, as it waits for the admin process to run to actually delete the files on disk. If you have heavy "generate pages" usage , and are a free-disk-space sensitive shop, adjusting purge at the month level could be an issue. I could be wrong, but I don't think you can even "review" a document in the recycle bin.
@████████'s "move items" is good, but has potential for human error. Having them run a business process on documents to "delete" could ensure they go to the correct folder.
I would recommend some kind of periodic notification that alerts reviewers to take action on what needs to be reviewed, with a message like "if you don't review them by X # of days ... they're just going to be deleted anyway".
Then, there's the question of "what if it shouldn't be deleted?". Should reviewers move it back? Is there another business process that moves it?
