Is this a known bug or is this functioning as designed?
When you create a record series, you are not able to see the retention until you actually click into a record folder.

I believe what's going on here is that the retention schedule column lists what the actual assigned retention schedule is for records and record folders. The retention schedule setting set on a record series serves as the default for future new record folders, but it is not itself directly governing any records. For example, if you were to change the retention schedule on the record series, that would not impact already created record folders but would impact newly created ones (as would be the scenario if retention rules were changed for something going forward without impacting prior).
I understand what you are saying, but it just didn't make sense to me. It would just be really helpful when you are configuring to show what is set on the record series in top level view. If you set the retention on the record series, the whole purpose of columns is to have a "sneak peek" of what is captured right? I guess I just don't understand (why I thought it may be a bug) why the other columns, such as cutoff instruction and type, don't function in the same way? I tried to see if the view changed with an empty record series and then tried with a record series that had folders within the series. Same thing. I am guessing that this is functioning the way it is intended and not a bug then?
Thank you!
