There is no security configuration I'm aware of that will permit Move but not Copy. They have to have the Move Entry Feature Right and Create Documents Entry Access right on the destination folder. This is ultimately a user training issue.

If you must have a technical solution, you could consider a Workflow that triggers on relevant document copy events and deletes the original, thus somewhat simulating a move. Be very careful with something like that though; the odds of unintended consequences biting you are high.
