Where does the list of users come from when applying security rights in Web Client?

In the web client when your searching for users to apply access rights for, there is a list of all domains and users you can search for. Where is this information coming from? I have confirmed that it is not the list of users configured in the LF Administration Console or Directory Server.

Is it coming straight form the domain controller?

Yes, the web client will get a list of trustees from the AD server to generate that list.

Does it only look at a specific OU or Container? I have the right domain selected and there is a user that I do not see. He is even setup in Admin console and LFDS so I know he exists.

Try entering the full username (with username and domain\username) and hitting enter. I've seen cases where the auto-complete search didn't pop up a result for a partial match, but would find the user after entering an exact match.

Also try recycling the WebAccessAppPool, which seems to refresh/re-pull the list.

Those are good suggestions. Web client does cache information from AD, but that's only for auto-complete. You should be able to enter any value you want.
