PDF vs PDF/a

Is there any way to tell if a document is a PDF/a (as opposed to a PDF) from the repository in Cloud? The extension and MIME type simply say PDF.

As you've seen, PDF and PDF/A are the same in terms of extension and mime type. You would need to inspect the files to see if they conform to the PDF/A requirements, which involve technical things like how fonts are referenced. We don't have any built-in tools to do that.

Not to my knowledge. I know you can specifically choose to export imaged Laserfiche documents as PDF/A.
