What hides action history step form view from specific users in forms?

We have a user showing us screenshots of where they are unable to view one of the steps in the process that has been completed. The blue hyperlink is not showing for them.

I am not familiar with any security options to restrict specific steps in the action history pane. I thought anyone who participated in the process had access to all past and future submissions at any time.

Here is the view from the user that is restricted on viewing the task where Submit was chosen, but can see all the rest of the task submitted forms.

Here is another users view where they can see the task where Submit was chosen

The user who participated in the process will only be able to view the submissions for the steps he completed, only user with process admin rights can view all the submissions for all the steps of the process.

Oh I didn't know that, this must have been a standard participant and they can only see their tasks. I am pretty sure the participants can always see the initial form though, since they often need to see what was submitted.

Neither is checked. But I meant what hides it from a specific user, there is only 1 user who does not have access to it. These options hide it from all users.

In the screenshots one users view hides the hyperlink and the other user looking at the same history does not.
