Does Workflow need any specific access to the newish feature form Forms 'File Storage Location'? I have a situation where my 'For Each File' activity cannot retrieve the attachment from a collection in Forms. It is nested within a 'For Each Row' activity. This seems like an access issue. Here is the path it is showing which I thought looked a little strange:

EDIT: false alarm. my retrieve process variables activity was pointing to the wrong forms process. Everything is working fine.
