Templates aren't a thing that can have security applied to them. A user with sufficient rights to an entry can always see the template that is assigned to it, or assign it any template. Individual fields can be secured, which is probably what you are thinking of. In the case where a user doesn't have read rights on a field, that field should not be visible in any context.
