Workflow always asks to publish workflow

Whenever we open a workflow in 'design mode' workflow always asks to save/publish/discard changes even if we didn't make any changes. This appeared to start happening after we migrated workflow from one server to a new server. 

Is there a setting that's causing this behavior or another way to prevent the ask dialog when not making changes?

I noticed the same thing and my VAR advised me that certain workflow activities are checked when displayed and this is flagged as a modification to the workflow.  Basically I was told it can't be helped and it's OK to discard the changes.

I noticed the same thing last year (or the year before?), however, it most definitely started after an upgrade (to 10.4 maybe?) and it was quite irritating for awhile.  It is not doing it so much now, so I'm thinking one of our more recent fixes also fixed that.  Currently working on WF Version 10.4.2.121
