If a redaction is going to cover both the image and text, the redaction needs to be created after the page has been OCRed. For pages where you have already redacted before OCRing, you might consider performing the OCR operation under an account that doesn't have rights to see through redactions. You won't get the text behind the redactions, but it would save you from re-redacting those documents.
