Adding Custom Tab in Web Access

I want to add a custom tab in Web access, how do I do that? I want to call a workflow when user clicks on that tab by passing parameters. How do I do that?

How do I add multiple values as parameters in Custom tab URl? If I give like below, it says Invalid URL

 

Recipient_Name=[Recipient Name]&Recipient_Email=[Recipient Email]

That looks correct. Who says it's an invalid url, and what is the url they say is invalid?
