Force deleting to the Recycle bin

Is it possible to set a users rights so that they can only delete a file to the recycle bin? So that they can't hold shift delete and purge the document?

This Assigned Privilege controls purging documents. If the user does not have this privilege, then even if they use shift+delete it will go to the Recycle Bin.
