Forms - Why can't I access someone elses draft as the forms admin?

Someone saved a draft of a new submission and had the system email them a custom link for accessing it later. When they use the link the draft comes up, when I use the link it says the draft has already been submitted.

I am logged in as the Forms administrator helping them troubleshoot a Submit button that is not working. I already remotely connected to their machine but I am out of troubleshooting options on their machine and need to open the draft on other workstations to further test and send to support.

I contacted Laserfiche support and there is only one way to access someone else's draft. To ask them for the windows password. We will not do this as VAR, because it opens up security vulnerabilities to ask a user for their personal password, no matter who it is you should never give you windows password to anyone. Even IT should not be asking users for their password. There needs to be a way to access someone's draft without asking for passwords so I can determine why they can not submit the form. Creating a new test submission works because the information I enter in a test is not the same as the information they are entering.

I jumped on their computer remotely to make sure it was not user error, the submit button is broken for some reason and I need to find out why. Already tried remove all script to ensure no required fields are hidden.
