Forms 11 Update 4 does not allow to download attachment uploaded by anonymous user with only the URL to enhance security.

Sorry for the inaccurate notification, we already made this fix in Forms 11 Update 2. However, it is still recommended that you download our latest version to experience better product.

Thanks for checking in. We expect to have a hotfix available for Forms 10.4.5 in about a week.
