I had a request from a manager that they'd like the ability for staff to tag documents as uneditable - meaning they can see them, but once they are tag, the document  is now only viewable and non-deleteable and non-editable.

What is the best way to do this?

They can edit it, until someone tags it as uneditable and is then rendered just viewable within the folder (could be with other documents that are editable). Do not want to set it as a record (as it means giving out records management controls to folks...).
