Has anyone else had an experience when annotation are listed on the side bar but do not show up on the image.  It does show up when using Internet Explorer and Microsoft Edge.

If so, how did you fix it?

It seems to work for me. You might try opening the document in an Incognito tab as an experiment. Is the document a PDF? If so, it might be that one browser has settings to display the PDF itself, as opposed to the extracted image pages that have annotations.
