Is there any way to switch or copy a form to the new modern layout in cloud?

Not yet, but we are working on that functionality now.

Cool. Turns out it drops the javascript and css so can't use it yet anyways, but it looked like a good way to fit more information on screen at once.

The new layout designer supports CSS in the themes tab underneath the paintbrush. We are working on JS support.
