How to stop unintentional page breaks

Hey all,

I'm recreating a form so that it is more presentable and takes up less paper. However, when printing the new form, there are large white spaces and page breaks in the middle of sections. I have no indication of this happening before printing.

 

To explain the pictures, the first page starting with "Systems" has a page break after the section (between the end of "Systems" and the start of "Door and Key"), but there is not a page break between "Door and Key" and the next page "Door and Key Access". Then again after "Key Tag Group" and in the middle of the "Keys" section both do not have page breaks but have enormous white space for no apparent reason.

 

How would I go about reducing white space, page breaks, and overall size of the form to take up fewer pages overall?

You can enable "Remove page breaks from saved form" option from Pagination settings when edit the form title to see whether that helps:
