Workflow does not run an document entry. But runs successfully when I start it manually

I have setup a business process to run my WF upon entry of a document. But the WF does not start at all. But If I go to the document and start the business process manually the WF runs?

 

Here are my conditions to start the WF.

Take a look at the Subscriber Trace and see how your conditions got evaluated. Also note that there is a 30 second delay between the time a starting rule is published and when it becomes active on the server.
