Do all Users need adobe acrobat Pro to use Laserfiche?

PDF's won't open for user who only has Adobe Reader but does open for those who have an Adobe Acrobat Pro DC license.... Settings in Tools are the same for all.

Acrobat Pro is not required to view PDF documents in Laserfiche; it sounds like there's something else going on there.

Is this the web client or the Windows client?
