Interesting conundrum.  Last year, I began exploring putting holds on folders (for Legal Holds) so that any records dropped in those folders are frozen.  I have discovered that records need to be named BEFORE they are dropped into these folders, since it cannot be done after.  But some of our staff have habits of naming and templating after they are moved into their target folders.

We use transparent RM where records brought in are eventually moved by workflow to Record Series and a shortcut is left behind.  This is how I discovered there are now records that are not named/templated properly and now can't be.  

Does anyone have any suggestions?  I prefer this folder Hold procedure, it is far more efficient than the Legal Hold tags I was working with.  Plus, I really like the "Hold Reason" "Hold Date" "Hold Due Date" options; they really help!
