How can I add the Export, Scan, Email buttons to the toolbar and the Print button to the More Actions menu?

The user has all the same privileges I do. I have available in my screen, but he doesn't.

I opened the options menu under the persons sign on and the options to add those buttons isn't there.

Using LF 10.4 Web Client

Any input is appreciated.
