My option under Last page identification for "First Page Identification conditions are satisfied and a new document is created" does not work. I

Has anyone every had this issue and how did you get it to work??

I want it to start a new document every time a Cover page appears. I have set my last page identification to "First Page Identification conditions are satisfied and a new document is created" and set my first page ID conditions as the following:

I can't seem to get the document to read the First Page conditions as a new documents, it just merges everything together. I feel like I am missing a step in this process. Any one have any experience setting this feature up?
