What causes WebDAV to be unavailable for some users and not all?

A user had this setting enabled, Open files directly (using WebDAV) and it was working in 10.3.1 but after upgrading to 10.4.3 it was no longer working, electronic files couldn't be opened using WebDAV. Maybe because 10.4.3 is putting more Windows Auth requirements on IIS websites.

The option isn't even available for me using the Admin account, how did a generic user get the chance to enable it?

Doesn't WebDAV require Windows authentication? I think that's why it's not available for the Admin account.

The user who had enabled it is a Laserfiche User instead of a Windows User account, so basically the same as Admin as far as I know.

I was thinking it would not be an option unless WebDAV was enabled on the server, this is the first I have ever run into a user who was using it though, but it no longer allows them to open files in 10.4.3.
