Attach a quote in response to a form submuttial

I am having a problem with current project. 

After a form is submitted, I would like reviewer to respond by attaching a PDF quote and continue to next step of process diagram. Is there a way to attach something upon review?

Sure. You can add a file upload field to the review task form. Have the reviewer add the PDF and submit, then the process will move along to the next step.
